image I lived here for over 2 years and it has had it’s fair share of management changes. The current management is just awful. Unresponsive for their errors and really are doing their best to squeeze residents for every nickel they can.
The complex is dirty and lacks security. Multiple cars have reported they were broken into while parked in parking garage (parking cost is $200+ per month) and no action was taken. There are several instances the side door to the garage by the gear room is left open and unsupervised for hours at a time. Letting anyone into the garage. Your car is safer parked on the street outside.
The construction next door is unbearable. The drilling feels like an earthquake and it is constant. As others have mentioned the drilling will continue for months and the noise of the construction will continue for years. If you work nights or from home you absolutely should not consider this place to live. The noise is incredibly intrusive. It can be heard on conference calls and will wake you.

image This building and its management were AMAZING when I signed my lease (about 9 months ago) However there is now a new management company called Styl and a MASSIVE CONSTRUCTION PROJECT happening directly next to the building which is extremely loud dirty and disruptive, making it nearly impossible to enjoy living here.The new management is offering nothing in terms of concessions to residents and I feel like a prisoner in my own home. The current living conditions at Osprey are nearly unliveable. I don't recommend renting here.

image What can you expect at the Osprey??
(a) EXTREMELY loud gunshot banging/clattering/crunching noises. EVERY. SINGLE. WEEKDAY. ALL DAY.
Noise:
They are pile driving about 25 feet outside your window; the noise lasts for up to hours at a time every weekday and will last for at least several months. You cannot block the noise with noise cancelling headphones, and the pile driving messes up phone interception. (See video.) It also upsets my dog and makes it difficult for him to sleep during the day. It's so loud, work has complained to me about the pile driving noise in the background, and you can hear it from blocks away. This is, by far, the WORST apartment noise I've ever dealt with.
We would have never moved here had previous management warned us of the impending construction.
Management's response to the construction: nothing. They told us to all huddle together in the common areas whenever it's noisy... That is a joke. It's clearly not feasible for the entire complex to huddle together in the game room all day, and that probably violates some COVID occupancy rule. After direct complaints to the staff and threatening to move, management vaguely says that "something is in the works" with no explanation of what that is or when they will provide that resolution. I suspect that they won't do anything at all.
You basically cannot live here if you:
(1) want to work remotely, (2) sleep in past 7:30AM (sometimes they start early in violation of the city code, y'all), (3) have PTSD or sensitive animals, or (4) want any quiet time or need to use the phone between 7:30AM-6PM Mon-Fri.
(b) Construction Filth and Obstruction:
The construction causes clouds of dirt to coat our entire deck. The grime is so excessive, we literally cannot keep up with cleaning it off, so our deck is now unusable. The dirt has also killed our plants and ruined our furniture. It is now coating our AC unit which faces the construction, and I'm concerned that we're pumping gross dirt into the apartment.
Additionally, Osprey is charging us for a river view that is now always cluttered by large, hideous construction equipment and will be permanently obstructed by whatever monstrosity they are building. We keep our blinds basically permanently closed now.
(c) Poor Maintenance & Management Service:
Since new management took over about a month ago, the common areas stay dirty for long periods of time. The previous management also used to do nice activities about every 2-4 weeks, not so anymore!
From what I've been told, many residents have had very poor interactions with management. They have been rude, unprofessional, non-receptive, or simply ignored many residents' attempts to resolve the construction issues. There is no excuse for this.
We asked to renegotiate our rent because of the constant noise, ruined river views, and dirt-caked deck that's entirely unusable. They did not do anything for us at all. We'd love to move out, if we find other housing.
We also are still waiting for our fan to get fixed going on almost 3 weeks now and are requests for updates are repeatedly ignored by maintenance.
(d) But I need to live in the South Waterfront, what should I do?? **I'm talking to you, OHSU residents/fellows/workers**:
DO NOT LIVE HERE!!!!!!!
Try literally any other apartment complex at least 2 blocks from the Osprey. This construction will last for YEARS according to the construction crew.
In response to management's follow up to this review: yes, you can do something. You can acknowledge that these problems have significantly devalued our rental units and remit our rents like we asked.

image The new management is horrible. They refuse to respond to emails or voicemails. They have not communicated any updates to residents regarding the massive construction that started last week right across from the osprey. Construction starts well before the legal time of 7AM, constant noise, dust and lack of privacy. I came home to a steel fence that was put up six feet away from my patio walkway. No communication from management that this was going to happen! The construction will last for the next 4-5 years. On top of all this, management is increasing rents!!!!! If you want to live right next to a massive demolition site, have your apartment shake from the drilling and have no peace and quiet then come to the Osprey. Just don’t expect management to respond to your questions or concerns!!...UPDATE: Pile drilling started last week, the noise is beyond loud, shakes the entire building and it will last until 12/15/21, NOT 11/15/21 like management claims. They are already behind on the pile drilling....You do not want to live in this place....We were told by management to go to the common areas during the day when the pile drilling is happening. They are basically saying that you no longer are able to have peace and quiet where you live, so leave your apartment and spend the day in the common areas surrounded by a bunch of people during a pandemic... AND you will still hear the pile
drilling and feel the building shake...!!!
