Rented from Kurt Nowacki in the past because it was cheap, and you definitely get what you pay for. The property I was in had loose railings, broken stairs, doors that didn't fit their frames, heat that stopped working at least once every winter, and wasn't energy efficient. The common areas would usually have spiders and insects all over during warmer months. At times insects to rodents got into the apartments themselves. He also said that all tenants got a storage locker/space in the lease, but the keys to them he provided never worked and from what I could tell he used the storage lockers himself.
Kurt would usually either ignore maintenance requests, insist you address issues yourself, or drag his feet over addressing them. He also did not return security deposits within the time frame specified by MN state law. He only accepted rent payment in checks, which was inconvenient.
Overall, he's a landlord who does as little as possible and takes advantage of desperate tenants who either don't know their rights or are too afraid of retaliation/losing out on cheap rent to fight him to improve their living conditions.
