I lived in the Bluffs between Oct 2022 and Oct 2023. It was my first apartment experience in Portland, so I wanted to have another similar experience to compare it to before adding a review. Pros of the Bluffs: Common garden is beautiful, neighbors living in apartments with view to the river are very lovely and nice people (mostly elderly and families), dog friendly, clean common areas, Carla in management is helpful and friendly, maintenance is usually very efficient. Move-in was quick! Cons of the Bluffs: Apartments are very old and have an objectively elevated price for what they offer. Utilities (Sewer, trash and water ONLY) never went lower than $110/month for a 1 person apartment... The walls are incredibly thin. I had to purchase a water fountain to avoid listening to my neighbour's snoring upstairs. I could hear him so clear that it felt like he was sleeping in my living room. A few neighbors are sketchy. The area itself gets sketchy at times, especially during summer. My catalytic converter got stolen from my car (cut with a saw) while parked at a visitor spot inside the property within 3 months of moving in. This was dissapointing to say the least. Washer and dryers were never fully functional except for maybe 1 out of 4 units. When people went up and down the stairs, our room would vibrate. You could hear the steps right above your head. Conclusion: You could definitely find a better place to live for a more affordable price in Portland and surrounding areas. I have this hypothesis that they prioritize residents who are being subsidized by the state/federal govt and that's why it's so expensive. It's still a decent place to live, don't get me wrong. If you can't find another place, this would work out okay for a bit. I just know that I wanted to move out since month 2 or 3 after my lease started and I had a 1-year lease.

It took me a while to write a review, since it was it was a horrible experience. Karla influenced in a 15 month lease. I wanted a year lease, but she insisited 15 because it was a good price. I said yes, since she was really nice to me, and I trusted her. This was during covid 19 and the black rights riots in Portland, Oregon. Over the course of 15 months a met an indiginous woman, who was expierencing domestic violance, it was concerning. I contacted the leasing agent Ashley, she told me to "get it on video", and was really rude, and insetitive of the situation." Cynthia told be "to be carful". I told them you need to evict these people. It was horrable I had to listen to the domestic violance for 15 months. All the neighbors listened. Laura is very unhelful and made matter worse when I moved out. She justified these women actions, since she is the property manager. I highly recomend dont live in the aera in general, it's not that safe, it's not a friendly town or a place to be, and for sure dont live in this complex. The people reflect that. My experience was disrespecful. It was a really sad experience. *Property Manger* Hi we are so sorry let me bee clear. Your just a tenant and your replacable. Thank you for the money you provided, so I can buy my youth surm, and heels, but the sheiff debuty is my type.

The whole moving Experience here to the Bluffs apartments was amazing Laura and Carla in the office have help me with the whole process. They are a great management team and they work well with others! if it wasnt for them I wouldnt of have gotten my apartment on time. I also love the apartment complex! It has all of the amenities I need without having to go anywhere Gym, yoga room, sauna, laundry facilities and swimming pool and great sightseeing!
