I prefer the south shore of Devils Lake because there are less people and the vibe is more laid back. The beach and picnic area seems larger than the north shore and has more room to spread out. I usually start my hikes on the south shore and especially like hiking to the north shore via and tumbled rocks trail and the balanced rock and east bluff trail. Both are very scenic, Balanced Rock is always a favorite stop.
