Power out for 1 hour. Both power outage numbers give " busy" signal when you call. So ridiculous!

I've been observing for the past few years that when an outage occurs, its seems the same houses are being "blacked out". Case in point, to my north side of my residence there are high scale homes and to my south, there are lower scales homes. During the hurricane outage and now this recent ice outage, guess who were out of electricity and who weren't?
They originally told us 15 minutes every four hours. That changed to 15 minutes every hour. Then another message we got, we were supposed to have power by 6:00 pm yesterday. At 2:30 a.m. this morning, it came on for a couple of hours. Looking to my north neighbors, they still have electricity.
My question to WCEC is why? Don't say ERCOT because they say they leave it up to the local providers.
Please give us a reasonable explanation because I probably will have water damage in my home along with various equipment that I have lost. And, who's going to pay for this?
I'm giving them an average rating until I hear good reasoning from them. And this has nothing to do with the crews who work out there. Kudos to those men and women.

Just a shout out to WCEC!!! Your guys were some of the many that came to SW Louisiana after hurricane Laura. This storm produced 20x more destruction than our last big one 15 years ago. Never have I seen more downed trees and power lines, as well as destruction to homes and businesses. My own home is uninhabitable, and I've been running a generator for the last 3-1/2 weeks just trying to keep from loosing it all. I truly expected that it would be 2 months or more before we got power back. But with the help of your guys, we got our power back today! I know you had several crews in my area, but the only ones that I saw and met were supervised by a guy named Jody. I believe he worked with several crews. Your guys are top notch and the work in my area that they completed in just 2 days is next to a miracle. Destruction was unbelievable, yet they treked through the mud, muck, downed trees and lines on the ground, like Trojans. A true heartfelt THANK YOU. Your guys are great workers and good people!!!
