Not enough staff for the quantity of patients

My mom has been coming to this clinic for some time now. The secretary a lady named Wanda believes she's the boss. When my mom fell down the steps and broke her ankle she went in and told her DR. Mr. Leonte that she was unable to walk and stand on her foot and it was very difficult for her to get out the house. Dr. Leonte gave her a prescription for a month so that she could heal better before coming back to an appointment. Ms. Wanda took the prescription and scribble on top of it so that my mom couldn't use it. She told my mom if you want your medicine you come to the appointments. My mom explained her situation to her ( which she really didn't have to ) and she started arguing with both Dr. Leonte and her about how she couldn't get her medicine then she told my mom she needed a doctor's note if she wanted medicine for a longer period of time. My mom brought a doctor's letter stating that she couldn't leave her house constantly and to be excused from doctors appointment until she's seen by him again in 4 weeks . She took a look at the letter and said this is unacceptable i need detailed information. I'm really confused about who's treating my mom the Dr or the secretary ? and since when do secretary tell Dr.'s what they can and can't do. She's constantly being nasty , disrespectful and rude and when my mom can't make it an appointment she start telling her off like that's her child. Please save yourself the headache and find a different place.
