This "Protect and Serve" administration cares little about the horse being tortured by standing in a metal cage where he can't move. Perhaps they don't think it's abusive. They must not know much about horses. The second killer of horses is founder,. and the horse will surely founder if not allowed to walk about and get blood into his hooves. He will DIE and then the public outcry will be loud and long. Just go get the poor animal released, HUH?

I understand your office has been contacted and pretty much are ignoring a call to check up on and do something regarding horses in poor condition in your area. Things must be pretty busy in Noble county or you just don't give a crap. Real nice.
