        i find that this department is highly ineffective to the residents of this city and county. how is it that renting is more then 100% of an average single income of a resident renting a place to live. these rate can pay off the value of the property's worth in 6yrs at these rates. i fail to see why fair housing when this is going on and they's nothing being done.
