Sam Flax is what it is ... a great art supplies store. As for service: I recently bought some spray paint and some nozzle adapters for an art project. an employee assured me they were compatible. They were not, which I found out when I tried to use them (opening and trying to use the paint). I returned and requested a refund. I was not only refused that refund, but the manager (Andrew, I believe) was flat out abusive about it. And his rationale (as though that matters) was that he didn't care that it was his employee's error that had put us there, AND he said "you expect me to eat this paint?". I said, "if it's you or me and this was because of your error, yes, I do". No dice. Good thing he's the only art supply store in NYC, huh? Oh wait; he isn't.
