        The water and gas bills are robbing the citizens of this city!!!!! No wonder the city looks like a slum neighborhood, b/c the city council is price gouging everyone and they can't afford to maintain their homes. It's straight up robbery and a civil suit needs to happen. It's very suspicious for the city employees and council to not 'understand how to count change back', not reading the meters correct, not having an actual print out of the receipts, the clerks just handwrite the balance so it's their word against the person paying and no 'proof' of payment.
