I would give zero start if I could.
This business has no respect to military personnels. The owner Mr. Scott deLemo will find any excuse he could to keep your deposit. At the time of 2015 I had no idea that military personnel can terminate any lease early if they are deployed, and as a new comer to the USA, became an easy prey of Mr. Scott deLemo. He refused to gave back half of my deposit when I was leaving for training.
The employee Mr. Ray seems nice on his look but actually tries to rip you off privately. He charged me $40 dollars for opening my apartment door even though it was 3:40 PM on Monday, which is definitely not "off hours".
When I was about to leave, he claimed that I I damaged the tiles of the floor. The floor was old and tiles were about to pop up when I moved in. But I lived with it since my stay was not too long. He told me that I won't get any deposit back if this is discovered by his boss, Scott deLemo and if I gave him $500 he would help me fix the tiles and not disclose this to him. For God's sake I wasn't that stupid to give him $500.
If you are looking for a place to rent in Hartford, do yourself a favor and go somewhere else. There are cheaper and better places to stay. Most importantly, do everybody else a favor not to support this dishonest business.
