    Extremely rude over the phone when trying to understand my bill. My bill reflects a different amount than the online bill. He would not explain nor would he give me the time to figure out the breakdown of the penalties. Hung up on me twice!

    It's hard write bad reviews of a local water company, especially when state regulations cause a lot of the problems customers experience. For example, whether we are in a drought or not, VOE Mutual Water tells its customers they are in drought conditions and will mandate conservation measures.  But as of 2018, that is formally required by the state of California and it's hard to blame them for the outright lies they have said in their letters to customers. On the other hand, when they decide they need extra money for upgrades, that money comes out of all customers equally no matter how much water you use, so those who conserve are just as penalized as those who don't. And somehow charges for maintenance upgrades are always permanent. I'm also rather suspicious of their billing. I have been gone for a month at a time and come home to find I've used the exact same amount of water as when I'm home and using water for everyday activities (dishes, showers, clothes, etc). When I ask them for the exact water use readings I get suspiciously round numbers which suggests to me the meter isn't actually being read and we are being charged the same amount no matter how much water we use. But what really bothers me is their poor repair work when they dig up streets or private residences to do repairs to their water delivery system. They do not properly refill which creates liability issues for owners.  I know of two people who have been injured by their shoddy work but they have sent certified letters to all their customers to the effect that they are not liable for damages to persons or property from their poor work. Sadly, I think nothing short of testing their claims in court will reform their attitudes toward their clients welfare, but in the meantime be aware that living in their "service" district entails hazards to your health and property.   And there is really nothing you can do about it because they have a monopoly on service for the neighborhood.  But you should consider these things when you move into the Valley of Enchantment.  It really is a beautiful place to live, but the poor attitude of the local water company towards their clients is certainly a negative to the area.

    To Rachel N. Eventhough you say someone does not reside at a residence it does not mean there cannot be a leak...Wouldnt it be better that the district shut off the water rather than having you pay for a large water bill? or worse you have damage throughout the home. That is the exact thing to do..Shut off the water and find the leak. Has nothing to do whether you are past due or not. Brian and the district acted appropriately and should be grateful they shut off the water in order to prevent further charges or damage to the property.
