image Our experience with this company was an engineering project for a road that had been damaged by a slide. The engineering on the project neglected to perform site visits and to discuss with people living in the area the conditions before the slide or what problems currently or historically exist. They proceeded to push to FEMA for paving of a portion of the road which was never paved before and for which, (for a number of reasons) none of the residents wanted paved. Fraudulently, the paving was sold to FEMA as a landslide mitigation tactic - even though the last landslide deposited material on top of the road (not sure how paving will stop that from happening). The main problem on the road is the absence of any turnaround - but paving the road only acts to increase traffic with no where to turnaroud. On other parts of the road they designed changes adding large volumes of gravel fill which has been done in the past only to be graded into the ditches and fill up the ditches. The road as it sat before the work only needed a couple culvert upgrades and the ditches to be cleaned out - instead they engineered a $1.5 million project full of design features solving problems that don't exist and creating ones where there were none. Project management of delivery of the project was also lacking as the project had significant impacts on residents but was scheduled without regard to these impacts: such as closing the road from 6 am to 2pm) preventing anyone from leaving to go to work or to town at a reasonable hour (when the closure just as easily could have been completed during normal working ours hours of 8:30 to 4:30 allowing residents to access town and normal traffic hours). The project was set for a road very busy in the summer with pedestrian tourism traffic, yet the project was scheduled during the highest tourist traffic season. Overall very unimpressed with the engineering product and project management. In the futureI hope this company can learn from their mistakes and take the time to gather information on the problem prior to wasting tax payer money and creating great inconveniences for the people living in the area.

Business Response on Google Aug 14th, 2023
Hello Todd, thank you for taking the time to provide feedback on your experience as a resident of the Beach Road neighborhood in Haines, AK. We apologize for any inconvenience you have had in gaining access to your home and business during the Beach Road Repairs project. The Haines Borough’s construction contractor for this project provided notifications to residents regarding pending road closures and their work schedule, but we apologize if you were missed during distribution of these notifications by the contractor. The Borough’s construction contract did not limit the contractor’s working hours, which were chosen by the contractor to minimize the impact on all users of the corridor. Unfortunately, and as is the case with many of our projects, the short Alaska construction season often coincides with the peak of summer tourism. The work on this project is designed and managed in coordination with the Haines Borough, State of Alaska, and FEMA representatives. Project plans were reviewed and approved by all parties, including during public Haines Borough Planning Commission meetings. Additional status updates regarding the Beach Road Repairs project, as well as others, were provided publicly via Haines Borough Assembly Meetings and social media posts. We apologize this public outreach did not reach you. Residents within the project limits whose property was to be impacted by this project were contacted directly during planning and design, however, residents outside the project limits were not contacted directly until construction was to commence. We value your input and will consider your suggestions for improved public engagement and outreach for future projects. Your accusation proHNS has acted in a fraudulent way is unfounded and harmful to our local small business, which was founded in Haines in 2015. Design and planning of the project went through multiple iterations and reviews by the Haines Borough, including approval of the project’s scope of work by State of Alaska and FEMA prior to funding obligation. None of the work included in the scope of the Beach Road Repairs project has been proposed as a landslide mitigation tactic – the scope of the project is limited to work within the right-of-way. However, Section 406 Hazard Mitigation measures have been included in the scope of the project, as is allowed by the Stafford Act with FEMA approval. Section 406 can fund a variety of hazard mitigation measures, which in the case of the December 2020 Storm Event, includes improvements to control and convey the flow of stormwaters and prevent erosion. Such mitigation measures on this project include upsizing of culverts, reconstructing ditches, installing culvert headwalls & trash racks, stabilizing exposed soils, and improved roadway surfacing to prevent erosion and potholing. This project has been designed and managed in accordance with the FEMA Public Assistance and Policy Guide Version 4, State of Alaska Department of Transportation & Public Facilities Standard Specifications for Highway Construction, and Haines Borough Code, as well as the direction of the project Owner and public agency representatives. In closing, we apologize we did not meet your expectations. If there is anything else we can help with, please feel free to reach out to us. Our office line is (907) 780-4004, or you can send an email to [email protected].
