        The Office of the Insurance Commissioner of the State of Washington is penny wise and pound foolish. In this State, it is unacceptable to try to steal a few bucks by fraud, but acceptable, and commendable to steal a few million, or billion if you can, by fraud. Even better if you get away with killing people when you do so. These folks in the Insurance Building reward fraud, that fraud has a name, "code upgrade." See attached.
