Victor Andres Serrano Flores, ask me to invest in his business $30,000, and in return I was gonna get a really good interest. We signed a contract. He just paid me back $10,500, and he still owes me $19,500, which he doesnt want to pay back. He gave me bad checks, this checks had no funds. I took him to court, trying to get my money back, but I didnt get it. This is example of the type of person he is. He is gonna offer you the best deal that you can have, and he is gonna take any kind of opportunity, to steal your money. He is a master in scam you, offering you the best offer, when you trust him, he is gonna run away with your money, and you lost it. So many examples of his scam business, please do not trust him.

DO NOT USE THIS COMPANY. On May 18 in order to get expedited work on pouring concrete for a new driveway, we paid in full $5,000 to do the project by the end of May. Nothing happened despite repeated promises and excuses. On July 18 we had had enough and cancelled the project. Victor Serrano agreed readily to give us a refund. Here we are on October 19th and no refund and now no communication. We were taken to the cleaners. We had not read these reviews or never would have contracted him. PLEASE STAY AWAY for your own benefit. Service: Concrete pouring

Victor Serrano  Flores (also known as Victor Flores and Victor Serrano), VSF Construction Concrete & Masonry, 6501 Inwood Drive, Springfield, VA 22150; and Anthony's Construction, Concrete and Masonry Inc., 6104 Dabney Court, Springfield, VA 22152 is indeed a LIAR, THIEF, and someone not to do business with!  My husband and I paid Victor Serrano over $22+K for a stamped patio and partial fence repair (due to his company's error), and the 9 day job estimate is now over 3 months of endless delays and excuses and still not finished. Victor's latest excuse is that he doesn't have the money to complete the fence job and his company's staining errors that we paid him to do; but, he now wants more time "to do right when he is back on his feet!" Does anyone have any suggestions on how to proceed getting some of our money back so that we can hire someone else to complete the job?  Unfortunately Victor isn't budging on returning any of our money, and I don't want to spend more time and money on this loser! IT WAS A MAJOR MISTAKE HIRING THIS SCAMMER!  Thank you!

For those who posted here, did you end up going to court? By the way, I believe this company is now named VSF Construction Concrete & Masonry. Inc or LLC; the person I contracted with is Victor Serrano.

This is my last review on Yelp and it'll be my first review with Google. Like everyone said below: GARBAGE. THIEF. CROOK! He quoted us $22K to completely rebuild/regrade our driveway to allow for water flow underneath. Three months AFTER we gave him $10K down payment, he finally started after much threatening. He kept putting it off saying it was going to rain that week. Dude, we live on planet Earth. It will always be weathering. So he starts with one plan, which changes almost daily. Until we're near the end... and he's lining the inlet with concrete blocks and plans to line the outlet with the same. The pipe also isn't flush with the ground so the water rushing through would create an eddy AND mud pit. By this point, we'd already paid him the second installment. We fired him and told him to come pick up the equipment. He states he'll pull the materials HE'S ALREADY INSTALLED! We had to stop his workers from dismantling the work they already did, at which point they became irritated and surrounded my husband stating "We need to get paid". So I'm pretty sure Victor Serrano Flores doesn't pay his workers ethically, either. They finally left with their stuff and left the equipment that was already installed. He half-assed everything, constantly asking for more money and using the cheapest equipment, materials and methods (which aren't even typical drain styles). We're out ~$14.7K and we'll have to fork out MORE money to have someone come assess, repair and complete the job properly. Trust the reviews and don't take a risk on him. Please. You'll never get your money back and based on other reviews, he'll just declare bankruptcy or write you a check that will bounce. Merry Christmas and happy New Year,
