Sally represented herself as the owner who thinks it is amusing to mock and overcharge the customers who keep her business open.
she deliberately overcharged guests for beer and the bathrooms were a disaster and full of rust and graffiti.
when confronted- she mentioned she was not actually the owner, but that the hall was owned by the Church.
