I understand staffing shortages, and my frustration isnt towards the staff there, moreso the franchisee.
The reason why you cannot retain staff is due to the pay. I know this because I worked at this exact location close to 2 years ago and we were still having staffing issues. I can understand why, because we were all being paid $8-10. You cannot survive off of that.
Do better. Pay more. You will have more active staff.
