Based upon their work on the Northside Village development in Carlisle, would not recommend. More than 18 months since occupancy began, piles of building materials are left in residential areas (stone pavers, paving sand). Areas between sidewalks and roads are still not completed with utility pipes sticking out of stone underlayment. Townhomes are built with low, contractor grade appliances, windows, garage doors, etc. The carpet padding is so thin that you can hear every footstep and creak of the floor above it. HVAC systems are not balanced in that there is a 3-5 degree difference between floors and is not able to be balanced by dampering the grates. The walls and windows are so thin you can hear every word of conversations outside on the sidewalk. Not sure why but in many rooms, including all bedrooms, electrical outlets are gang tied to the wall switch, including interior walls so you are left with half of the outlets being constantly powered while the other half only have power when the wall switch is on. I was told be PP&L that some of the original construction was not grounded properly so they had to retro fit grounds to bring up to code. Our electric meter and neighbors were not marked correctly so for 18 months, billing was reversed. Appears the electrician pulled the lines to the meters incorrectly. Road surfaces have been left unfinished with poor drainage, uneven surfaces, and exposed utility access covers that stick up above the road along with deep puddles that remain days after a rain creating dangerous driving conditions as some puddles can be 4-6" deep. And, for some reason, the townhouse complex does not use the main roads for street addresses such as B or C street yet front doors face these streets so very confusing for delivery drivers that don't know the area. Overall, very poorly done.
