My contractor hired Ruslan Liman from Joe Carelli to check gasoline and create water main line for my house. When Rus called me over the phone to discuss the job he told me his fees was $5000 for both gas line and water main line. He damaged my newly created basement ceiling with recess lights. He told my husband that his integrity test detected a gas leak , but he could not find it so he put in a new gas line and emailed me a bill of $8,250. 00 and wrote at the bottom that price increases if he detect gas leak. Not only that he dag a huge hole in front of my house without my consent. When I confronted him about the bill, he insisted that i pay him $7000 and refused to proceed with the job until payment is made. I had no choice but to pay him because it was winter and that job needed to be done before con Edison will turn my gas on. I did not want to use him for my water line but no contractor will take the job because he dag the hole in my house. It was a nightmare working with him and couldn't explain reasons for why he was making decisions without our consent. He is very polite, but charged me $2000 dollars more than agreed price and caused a lot of confusionwith order workers. I learned never take a verbal contract when working with him. He is a crooked and working with him was very stressful
