Signs & Safety Devices

I was on my way home from work (Elizabeth Nj) and these guys SSD I GUESS are handling the signs and road closures, which I couldnt tell. As Im driving I see that work is being completed but they dont have any signs stating the street was closed or as I should say the sign was on the floor and not noticeable. Instead of the gentleman driving vehicle 47 kindly telling me that. He legit cuts me off in the street and continues to shout and scream while inside his truck and doesnt get out AT ALL he just expected me to understand what he was saying. I could tell he was definitely very frustrated (Older black male) and it took for one of his coworkers to kindly come over and let me know the issue and that the road is closed and he apologized for the sign not being up! Which is how it should have been handled in the first place. I dont even leave reviews but that was definitely uncalled for and the young lady that I spoke with on the phone was very respectful as well. Driver 47 I dont even think he should be behind that wheel the way he was acting! The pic below is legit how he blocked me off!

Just an awful traffic control company very inexperienced so desperate for work they come to other traffic control companies work sites just to distract the workers and create havoc extremely unprofessional

This company expresses that provide safety and that is the least they provided. I saw a car accident that the truck driver did to a person. The truck driver didn't even stop to make sure if the person who was hit was ok. He just kept driving like nothing happened. How come a company who should give safety through signs hit a car and run?
