Maryville Finance Utility Bill

My wife and I are in the process of getting a divorce. Unfortunately, when the account was established back when we started renting on Cypress Drive my wife established it in her name and didnt include me on the account. All of the other utilities when we actually bought a house at 804 Birchwood Circle here in Maryville were put in both of our names. Im tired of dealing with all the women in the water department. I understand policy but I can prove that I have paid all of the water bills since the accounts were established including the rural water on Cypress Drive. Yet your stupid policy requires for me to get in my name I have to pay a deposit to get it solely in my name. I have tried to get my wife to change it too my name but she is ignoring my requests. Im not going to pay the deposit so you can either change to my name or mail the bill to her in Omaha Nebraska.
