Former Lester park golf course

Why does Duluth have two private courses and now only has one public golf course? That doesn't sound like a sustainable way for golf to survive unless the two private clubs are offering a junior membership option that doesn't require the parents to be members. Or somebody could maybe build a short course so kids can be exposed to the game who's parents aren't country club members. I played Lester Park once when I was 14 my 5 stars is based on that round with my dad on a Sunday evening in 1991.
