Harwich Water Department

I am a new harwich resident. The house I purchased had a main water leak right before the main shutoff in the basement. So when I called to have it repaired I specifically asked if I would be charged for the repair. I was told that I would not. However I just received an invoice for the work performed! When I contacted billing to explain the mistake I received no apology. Whats more is I discovered that I own the water line out to the street......but I am not allowed to service this line myself (or my plumber) Only the water company has the right to maintain this water line! I am an electrical contractor and a gas fitter. typically, what you own you fix and what the utility owns, they fix.
I am not sure if this is legitimate but if you have an issue with your main understand that you own it!
Update: 1-4 stars.
I received a phone call from customer service with an apology. She explained that typically the main leak is just a washer and they don't charge for this repair. This sits much better than a lame excuse as to why they did nothing wrong.
I will also add that the labor charge was only $50 plus the fitting. The price is very reasonable. I still take issue with the fact that I own something (water line) and I can't service or repair it.
Overall I am satisfied.
