The website for this dentist advertises pediatric dentistry. I made a call, and they said they could look at a tooth and perform restoration service at the same appointment for my four year old. I explained what another dentist said what the tooth would need. They looked at the tooth and said that we need a pediatric dentist. Charged for a full exam.
This is not fair business practice. You have all the facts, and make promises you don't keep.
