To anyone trying to cash in a scratch off ticket here: I brought in a lotto ticket, the older clerk scanned it, ripped it, and then stared at me for 15 seconds straight without saying anything. I asked what is wrong, and he said the machine's down. I told him it was only worth $2 and asked if he could just look at the ticket and see that it's a winner, he could give me the cash now and then scan it once the system was back up, and he refused. I asked for the ticket back and then he became very irritated. I asked him why he would rip it if it didn't complete the transaction, and he got very defensive, and told me that if I don't like it I can leave. Won't be back.
