Propane Refill at U-Haul

I called to refill 10 forklift propane tanks, to confirm they were open and had propane available. They confirmed they were open and had propane. I loaded the tanks and followed the signs to the designated area. Upon arrival, I saw a button that said "press for service." I pressed it and waited for over 20 minutes. I then entered the office and found an employee assisting another customer with four people in line ahead of me. I waited for over half an hour, and the employee finally told me to go outside and look for Mr. B, a man around 70 years old. He patiently told me to wait for a while.
I went outside and waited for 15 more minutes (making it a total of one hour and ten minutes at the location). When Mr. B saw the tanks, he asked, "Are you paying with cash or card?" I replied, "Card; it will be over $400." He became visibly frustrated, started pressing buttons on the machine, and said, "Oh, we're out of gas." I believe he wanted to charge me in cash.
The owners of this establishment should seriously consider improving their customer service; it's a disaster.
