Devin Hingson was my insurance agent for 3 years for building, liability, flood, life, and motorcycle insurance, and I recently discovered he provided me with false/fraudulent information regarding refund checks. In April I requested Devin cancel/reduce some of my policies. Devin advised me in writing on flood insurance, we cannot cancel a flood policy mid-term as the regulations from FEMA prohibit it. You will just have to let them cancel for non-pay at the renewal. He lied, flood insurance is refundable and prorated, and customer service at FFB headquarters told me it was as simple as completing a cancellation request form. I would have received a refund amount based on the cancellation effective date, which should have been 4/1. FFB headquarters had to step in to get Devin to send me the cancellation form, now three months late. He then tried to manipulate the form in his favor by leaving out the cancellation effective date. I had to get revised documents from him, with the correct date added, which I then signed. Just this month, I received a "refund" check - incorrect, as confirmed by FFB headquarters. They advised me to contact FEMA to dispute the refund amount, which I am in the process of doing. While investigating this issue, I also discovered Devin had the refund for my property insurance reductions 7/1, and failed to send them to me. Update 8/24: Phone call with Lance Braswell, agency manager. Lance stated, Devin didnt know that FEMA policies were refundable, and I didnt know either. That was an update that we were not aware that happened. He then asked You are in contact with the underwriters at SFB Flood Insurance. Are they able to get that canceled retroactively for you? Lance is claiming that his office did not know how to cancel a flood policy, when agents must go through yearly training and recertification. He should also have known that my agent, and not the underwriters, are the only ones able to determine the cancellation effective dates. He wasnt able to give me answers as to any of my policy cancellations. I said to him, I sent you a detailed email of everything that I wanted done. Policy number, reduction amounts, cancellation amounts, each one and labeled them all out, and sent those in on April 1, to Devin. Did you read the emails? His reply - The emails that I got, is almost information overload in there. I just wasn't really able to make heads or tails of what we had here. He said he would review. Update 9/6/22: I received a call from John Holdsworth, Senior VP of Sales for FFB, telling me that he would resolve this. He confirmed with me that flood insurance is refundable, and that all agents should know this because they do go through yearly recertification. He said that he needed my side of the story to respond to the FL Dept. of Financial Services, where I had filed a complaint, and that he would contact me with updates. Update 9/15: I received a response from the FL Dept. of Financial Services on the claim I filed in Aug for these actions. They shared with me the response from FFB, Devin Hingson, Lance Braswell, and John Holdsworth. FFBs response stated "they corrected and processed all my cancellations for refunds, and I have been updated on the status of the corrected refunds I am due." This is completely false. I have received no correspondence since the 9/6 phone call from John Holdsworth. Despite FFBs response, the Dept. of Financial Services decided to refer my claim further to the Division of Insurance Agent and Agency Services. The Division of Insurance Agent and Agency Services has regulatory authority over licensed agents and agencies in the state of FL. Im awaiting further information from FFB and this Division. Update 9/26: I got another five checks that I was waiting for, but I have no way of verifying if they are correct amounts. I don't have any further explanations from my agent or FFB.
