It has been almost 2years ago, I  needed engineer calculation for my house to scratch and rebuild on slopping area in marin.He said around $3500, but put an hourly rate, and I didn't want to wait 1-2month to get engineer plan to submit, so we agreed expertise price and he said I can get within 10days, meantime, I had to go to my country, so I asked him to submit to county with little more cost, but he didn't finish within 10days, and he didn't submit because he didn't get my signature because I am in my country, how he didn't know he needed my signature, and he charged $9600, and he said I have to pay in full in order to let me pick up the plan to submit it by myself, which was 'no meaning to pay expertise fee'. On top of his delayed to finish with expertise cost,  after one month later, county plan checker called me and raised his voice on the phone and saying this plan is garbage and nothing showing on the plan, and plan checker said this kind of plan takes just a couple of hour job because he has templet on his computer( he charged over 100 hours).So I called him to correct the items county gave me 11pages comments, but he said it will take over 2months to correct and I have to pay hourly  and he didn't know how many hours he will need to fix it all those items, which meaning I couldn't be sure he really can fix all items and he will pretend to correct but he will not correct and let the plan coming back again and again , that way he will get money from me endless and forever, and I will never get the plan to pass plan checker to issue permit, so I tried to hire different company but all the companies were busy I couldn't go forward almost 3months to get new company MKM associates( this company is supper good and every time whatever I asked Josh, Josh gave me very very clear diagram with computer graphic, so I could understand everything very well even after plan passed plan checker). So I asked to DAC to refund because that plan didn't show anything, futhermore, I read the plan, everything single my beams were wrong, my existing concret foundation and new foundation was drawn opposite way( which means he even didn't remember about my house existing situation correctly , nor he didn't pay attention anything about my house, which means he just took my money from me $9600 for nothing, I filed Sacramento ' state board of engineer license'They found out many things he did wrong and not met engineer guidline to calculate.I have letter from board.he is thief and liar and he has strong discrimition against Asian single woman.he even said I talk abusive, he abused me by gender and race.So I sued him, but he even lied to judge and judge had strong discrimition against Asian woman, and no other engineer wanted to go to court with me to say to judge what was wrong on my plan from DAC. DAC is horrible company and money hunger with strong discrimination against Asian woman.So please do not use DAC to get engineer plan.If he wanted to keep business, at least he had to refund some of it that he didn't do good job on my plan, even now he can refund some amount to me if he still keep his business in good manner
