    Horrible property management company. Let our pool room rot with water running for up to a year and did not complete the site visits we pay for. They are non resposive if you are not on the HOA as well. Overall I would recommend a different property management company.

    Update: The response from Optimum Management does not address my fundamental concern. In any democratic election, the outcome of the election should be promptly reported. If the quorum was not met, the manager should inform our residents of when and where subsequent attempts would take place. I have requested our HOA manager to do this on multiple occasions, but he has simply declined. How can residents cast votes to achieve quorum if no resident is informed about subsequent election attempts? I dont understand how Optimum Management can argue that this was a fair election. Why is Optimum Management attempting to justify the problem rather than addressing it? -------------------- Previous posting: I have a serious concern about the transparency of the operation of my HOA. The HOA conducts an annual board member election in January through paper ballots and a meeting. During the first annual meeting in January, the manager stated that the quorum (50%) was not met. Consequently, a second attempt was scheduled. However, the manager did not report the election results, whether the quorum was met in the first attempt, or when and where subsequent attempts would occur. After the second and third attempts, which were not communicated to residents, the manager simply posted on a physical bulletin board that the quorum was not met, without specifying how many residents voted and how many votes each candidate obtained. The notice indicated that current board members would serve as holdout members for another year, despite their term limits having expired long ago. Reviewing the board member election policy document provided by the HOA revealed no mention of this practice. I believe this to be a clear violation of community policy and California state law. Additionally, the practice of posting this critical information on a bulletin board, unknown to residents, is odd given that other important updates are typically communicated via email. I have attempted to address these issues via email, written communication, and attending monthly board meetings. However, the manager has shown unwillingness to address them.

Hello. While I understand the election process can be frustrating, it is very important that each homeowner be actively involved in their communities to, for instance, help quorum be met. Lack of participation in the voting process is not an uncommon practice, unfortunately. That being said, if quorum is not met in an election, the Inspector of Elections does not open the ballots. Since there is no valid election without quorum, the secret ballots remain sealed. Also, with no election able to be held after the attempts, in order to continue with the governing of the community, the sitting board, unless they resign, typically remains. Without an appropriate number of board members, the business of maintaining the community is at risk. As for the posting of notices on the bulletin board, that is a common and legal practice. Different types of notifications can have different methods of delivery and communities, especially those with accessible common area locations such as bulletin boards, designate those locations for notices such as election results. This information is sent annually to homeowners and is included in the annual policy statement along with the budget package. I hope this helps answer some of your questions and earns stars.
