    I recently started handling bills for my 95 year old mother who lives in Westlake Village. I noticed on the bill under sanitation that the service charge is for 3 residents. I was told it has been 3 residents since 1983. From 1983-2012, there have actually been only 2 residents but my dad didn't adjust number of residents. My dad died in 2012. My concern is that there has been only 1 resident in home since 2012, my mother. She has paid approximately $3,800 more since 2012 than she would have paid if service charge is for 1 resident. How do they expect an 85 year old in whose case her husband handled the bills to know to make an adjustment after he passed away? In Huntington Beach, there is a flat sanitation fee so I had no idea her bill would be charged based on number of residents. I spoke to Albert, the supervisor, mentioning my concerns and asked for refund/reimbursement for the last 10 years. He says Las Virgenes Municipal Water District doesn't do that, not for 10 years or even 1 year, but 3 months maximum. This is so wrong and takes advantage of the elderly and I am sure so many other widows, often people on limited budgets. This sickens me that Las Virgenes Municipal Water District is profiting hugely/wrongly from my mom and others.
