        I first spoke to Lanning two months ago, asking he rearrange a construction-site perimeter fence to allow me access to property I own at 517 South 1st Avenue, Phoenix. The fence had been so arranged that it violated the City's ordinance forbidding anybody from blocking a City alley. He flatly refused saying it wasn't his responsibility, he just does what the contractor asks him to do. The fence could have been moved so as to allow me access to my property, and still provide security to the actual site that was being worked on. He didn't offer to speak to the contractor, nor did he even advise me who the contractor was. I still don't have access to my property.
