    I had a very similar experience as the other 2 people here. Landlords can be very SHADY so watch your back and make sure you document EVERYTHING. If you have any problem with this landlord or the apartment building owners, contact the TENANTS UNION OF WASHINGTON STATE. You can visit their website for very useful information on how to keep this type of landlord in line with the law. Complaining on this site, or to your friends or family won't help. You NEED TO KNOW THE LAWS and you need to know how to force landlords to follow the laws. If they still don't want to follow the laws then there is also a link on the TENANTS UNION OF WASHINGTON STATE that will show you how to take the property owners to small claims court to get your money back. Just remember, these type of landlords will do what ever they can to keep your money, and they just hope that if they avoid you and/or are rude or aggressive with you that you will give up and let them keep the money. Once they see that you know the LAWS though, watch how fast they will give you your money back! Remember to document everything, when you move in right down any defect you find in the apartment and then when you move out take lots of pictures or better yet a video of you cleaning and the condition you left your apartment in. Make sure you document ALL communications you have with the landlord or property owner including dates and what was said. Whenever you choose to move out of a place, make sure you submit your Notice To Vacate in WRITING. You must send it several ways. Send it by email, but then also print up a copy of your Notice To Vacate and mail it to the Landlord and the Property Owner through CERTIFIED, RETURN RECEIPT MAIL. MAKE SURE you notify the utilities the day that you move out of your apartment so that the utility company will close your account there when you move out. Otherwise the landlord might try to claim you were still there for weeks after you moved out so that you get billed for utilities even after you move. Once you have let the utility company know that you have moved out, they will start charging the apartment building for any usage AFTER you are gone. If you know in advance which day will be the last day that you will be in the apartment, make sure to notify the Landlord and Property owner what time you plan on being out and request FINAL WALK THROUGH with either the Landlord present or one of the owners or property management company present. This way they can't later claim that they found some damage after you were gone. If you follow the rules I typed above you will be ok. If you don't do the things I typed above be prepared to get ripped off. I will repeat again. IT'S UP TO YOU TO KNOW YOUR RIGHTS AND THE LAWS. Shady landlords will absolutely cheat you if you don't know the laws and do things the right way to protect your self!
