The TL;DR - this location will disregard pre-paid rental agreements and deliberately overcharge you. Then they will deny all wrong doing and refuse the refund the overcharge. They also took advantage of my wife's disabilities. Avoid at all costs.
Update: After getting in touch with a social media office of some kind for Budget, they sent me a $50 refund (nice, but less than we were overcharged). When they looked into it further with the airport location they (the airport location) replied that we were charged correctly for the extra hour. However, the rental details ** they sent back ** clearly show that we were charged $44 for the an extra hour. They refused any refund.
The pre-paid rental agreement clearly shows a 2 days plus one hour rental including all fees.
This is flat out fraud! And if you look at the reviews below you will see it is their normal practice.
In addition to contacting Budget headquarters about this, I will be contacting the better businesses bureau to lodge a complaint as well as the airport authority and anyone else I can find (state lawmakers).
It might be tolerable to make a mistake if you are willing to correct it, but when you deliberately and flagrantly defraud customers and then deny you have done so, that is beyond the pale.
And then they had the nerve to suggest it was all ok because my handicapped wife, who is in pain every moment she is on her feet, did not notice the overcharge when she initialed the form. Shame on them.
Avoid this Budget location at all costs.

Be aware that this location will cheat you. They took full advantage of my physically disabled wife and cheated us out of almost $100.
They did not honor the prepaid rental that I had booked which clearly stated that they rental was for two days and one hour.
They did not honor the fact that the prepaid rental CLEARLY stated "Inclusive of all taxes and fees."
When I called their administrative offices I was responded to in a very disrespectful way. Rather than being helpful they denied that they had over charged me at all. They refused to listen to my explanation and kept interrupting me when I tried to explain what the original agreement stated.
I do not take kindly to being blatantly cheated, much less so when they take advantage of my wife's disability and when they respond rudely to my questions. I will never rent from them again.

The service in North Carolina and South Carolina are poor service and their customer service does not help their customer.

Nothing wrong, overall good experience. Nice car.
