HACC-Lancaster Campus

Please note the following definitions:- The Harrisburg Area Community College Education Association (HACCEA) is the union that represents the faculty employed by HACC.- The Pennsylvania State Education Association (PSEA) is the organization that represents the faculty union (HACCEA). It does not employ HACC faculty.Please note:- For the safety of our students, employees, visitors and other stakeholders, HACC has a policy regarding on-campus solicitations by external groups.- The policy was last reviewed or amended on Jan. 20, 2017.- On Aug. 21, 2023, the College received a request for the PSEA to set up tables on multiple dates at HACC’s Lancaster Campus for the special interest purpose of promoting the union.- On Aug. 28, 2023, per the College’s policy, HACC informed the PSEA that they, like all other external entities, are not allowed to promote their special interests on any HACC campus.Unfortunately and with specific intent to violate the policy and get arrested as a publicity stunt, two PSEA representatives came to HACC’s Lancaster Campus on Aug. 30, 2023 - bringing their own tables and union banner.To ensure HACC’s policy was followed, two PSEA representatives were asked to leave HACC’s Lancaster Campus. Consistent with their intent to get arrested, the PSEA representatives refused toleave and thus were arrested by the East Lampeter Police Department.One of the PSEA representatives allegedly said that they understood that their request was denied, however they would continue to set up as they believed they had a legal right to do so. When informed the police would be called, they said if they needed to be arrested then that is what would happen. This unauthorized campus visit was orchestrated so that they would be arrested. The PSEA representative also allegedly said they would be filming this because they wanted to secure video footage of the arrest.In addition, the PSEA representative allegedly said the arrest footage would play well in the media in lightof the Labor Day holiday.These types of incidents are unfortunate and do not reflect HACC’s core values. In addition, these incidents negatively disrupt our students’ academic journey and our employees’ work environment.We have received reports that some students were traumatized by seeing armed law enforcement officers making arrests on their campus during the first week of fall classes. This publicity stunt has caused, for some of our students, irreparable harm and could result in some students deciding to withdraw from their HACC courses. This publicity stunt is deplorable and disgraceful.Thank you.
