Blocks traffic and just sits on the tracks. Ambulance and fire trucks have to rerout cause of this problem

I would like to know who can I talk to or write to about the train horn blaring early, early in the morning when people are trying to sleep. . The continuous of blowing the train horn at 2 or 3 clock in the morning when people are sleeping.. Is a MAJOR PROBLEM! I want to see about a QUIET ZONE!! The way the train blare there horns early in the morning is UNACCEPTABLE!
