Who is this? Huh? No bid, no proposal, no reply to my inquiry email. But, out of the blue, he calls and demands payment for work he never bid on and which I never agreed to.When it was time to obtain energy calcs (Title 24) for our small Accessory Dwelling Unit (ADU), our Cal Green consultant gave us the name of this company, with the caveat that she had never personally worked with them.I sent them an email that said, "I have attached a pdf version of our plans. Kindly let me know your cost and timing." I received no reply and certainly no cost or timing estimate.So, we went with another company that responded quickly and offered a reasonable price. Eight days later I get a phone call from "Chuck" saying that the job is done and he wants payment because he "put a lot of work into it." I didn't even know who he was, as we had asked several companies for estimates; we never heard back from him.  When I told him that, he said he just does the work and--get this--he doesn't quote a price or develop a proposal before starting. When I told him that I wasn't paying anyone without a contract, he said it was a small job and only took an hour (hmmm...what about all that work?) and that it wasn't worth his time to come after me in small claims court. Of course, with no contract or proposal, small claims court isn't an option.He then began bullying me and telling me I was a bad person and I better learn how to do business in a better way. He then hung up on me. I highly recommend Chuck....for an anger management program. Upon completion, I recommend Chuck attend a basic business ethics seminar. In the meantime, if you need energy calculations, try someone else who doesn't blow a fuse so easily.
