BCH and the Randazzos should not be licensed to rent in the city of Philadelphia. Absolute scumlords and they both play ignorant while passing the blame back and forth.
They take advantage of their tenants every chance they get and will take your security deposit for existing damage that they are fully aware of and regardless of if you list it on your pre-move check in. After several attempts to get them to return funds they are wrongfully withholding, BCH stopped replying to emails.
They also violated the lease in several very significant ways:
1) August 22nd 2023 - a BCH employee entered the unit with NO NOTICE/PERMISSION for a showing while I was WFH (he claims to have texted the wrong phone number) which is a significant lease violation regardless of if that claim is true.
2) July 25th 2023 - Randazzo (property owner contracting with BCH) appears at our door and shuts off our power, again with NO NOTICE/PERMISSION. This resulted in lost wages due to work from home which BCH willfully disregarded despite it being their mistake (to which they admitted in writing). Reason for shutting the power off - he was having a hot tub lifter onto his roof. Blatant violation of the lease and state/city law.
3) November 15th - 22nd 2022 - the heater was not working and we were without heat for an entire week in sub-30 degree temperature, which is also a violation of city and state law. No action taken from BCH or the Randazzos until after a week.
4) May 21 - June 15 2023 - took over three weeks for them to send an exterminator after discovering multiple cockroaches in our unit. We covered one of the outlets that did not fully cover the hole in the dry wall where we saw them come from, then BCH/Randazzos charged us to paint over it despite it being a direct result of their inaction.

Dealt with mice for weeks before I realized the problem wasn't going away despite how clean I kept things so did a thorough search of my apartment. Pulled back the oven and immediately saw the problem - completely lazy and negligent construction work. I've attached pictures so you can see the giant hole in the floor that instead of properly fixing they simply stuffed a towel in and called it a day. Also there was not even an attempt to seal the cracks surrounding the pipe. Interestingly that pipe goes through the wall to a more visible area of the apartment and that part of it is sealed properly - I guess they were hoping I wouldn't notice if it was in a hidden area.
Roaches started appearing in my bathroom and I requested help. After months of dealing with these people I wasn't expecting much - I was prepared for them to say no or just ignore me but their reaction was neither - they instead accused me of lying and asserted that there were in fact no bugs in my bathroom. Why I would lie about this I'm not sure but I had to go to the hardware store myself to buy and apply sealant to fix the problem.
There was a massive water leak from upstairs which dumped water into my closet ruining many of my clothes and developed mold.
The heating in my apartment did not work and took almost 2 weeks during cold weather to repair.
Rick seems to be the only person at the company empowered to make actual decisions so if you have a problem you will spend a lot of time and aggravation just getting his attention. Every time I called the office to get something fixed I was told he was busy and to submit my request in writing which usually took days for a response regardless of the severity of the issue.
Overall the apartment I moved into looked nice and was a reasonable price for the location but now I know why it was less expensive and wish I had lived somewhere else.
