    The Legacy, in my opinion, is simply a place in which to have a residence. Sanitation - I am a resident of Phase 2 (gated portion of The Legacy). I park behind one of the buildings on Claymont Street. A sanitation (I assume of such due to the overwhelming stench) pipe constantly spews out fecal-odor water into the parking spaces, creating a pool of standing water. This water overflows onto the pavement and onto the sidewalk between the two buildings. I've asked several times, of the office staff in-person to fix this problem. Their response is always to have the resident submit a work order. There has, in in-person meetings, a vocal/written attempt to alleviate this problem by the staff. Maintenance - No members of the maintenance staff have attempted to fix the sanitation pipe. No member has contacted me in-person or by email about the issue I have brought attention to multiple times. Parking - As stated in an August 2023 email, parking was to be strictly enforced and all resident-owned cars were to prominently display a Legacy LV-issued parking window sticker. This policy, in my observation, is rarely enforced. I have seen multiple cars parked around the buildings on Claymont Street on numerous occasions without a Legacy LV parking pass. Of those occasions, some cars without parking passes were parked for over a week without any repercussions of towing. Voicemail Messages - Almost all of the voicemail messages recorded with the leasing office of The Degree / Legacy LV are never returned. As a resident, I expect to have my voicemail messages responded to in a form of communication. Front Office Personnel - I understand that front office workers are college students. However, I feel as though that most of them are uninformed and do not know answers to some of the basic questions presented to them by residents. The only person that I had any faith in to have the answers to my inquiries AND followed through/circled-back to customer requests was Sokha (former assistant property manager). Rent Rates/Security - I realize that my monthly rent is higher because of my preference to reside in this area. However, as of late and over my three years as a resident, I have noticed that the parking lot gates is frequently open (excluding regularly-scheduled trash retrieval days). In addition, the sidewalk gates are rarely locked or the locks are completely broken, allowing anyone and everyone access to the gated area. I do not understand why we, as residents of this gated area, are expected to pay more in monthly rent when the gates are always open and/or broken. Laundry Facilities - A laundry room in one of Claymont Street buildings has not been operational for the three years that I have lived at The Legacy LV. Whenever I request maintenance for this dilapidated facility, I am always directed to contact the laundry business responsible for/owns the machines. I do not understand or agree with the expectation that a resident must contact a company contractor to request repair of facilities at the resident's apartment complex.

    Renters Beware: if you plan on renting here there are several things you should know beforehand. 1. The plumbing is really bad like genuinely bad. The toilets and sink can flood your bathroom (and more than likely will). The buildings are very old and tend to have this happen 2.IMPORTANT: these buildings have ASBESTOS. The ceiling, insulation, and original flooring underneath the vinyl are all made with asbestos. ASBESTOS CAN CAUSE LUNG CANCER AND IS VERY SERIOUS. 3. There are closed buildings within the neighborhood clearly deteriorating (see the images I added). This buildings roof almost collapsed right onto me as I was walking by. Promoting me to make this review. 4. Laundry. There are no free laundry machines. The ones they do offer usually do not work, and cost roughly $2 a load. The issue is that you may spend the money, just to find out the machine doesnt work and have to spend more money on a different building. 5. There are also typical issues you would expect with older buildings. Holes in parts of the flooring that clearly were glued back together. Some of the outlets dont work properly, old appliances and other common issues. Some of the buildings have doors that dont shut unless you lock them because they dont fit the frame properly. 6. This is NOT a good neighborhood. If you have a car, there is a very high chance it will get broken into. This is not an exaggeration. Its so bad to the point the university police are now required to make routine patrols throughout the neighborhood at night. ALSO you WILL find a homeless person inside the dumpsters outside your apartment at least a handful of times during your stay. It can be pretty scary at times. There are other small issues like people blasting their music in their cars at 2am near daily and strangers WALKING INTO YOUR APARTMENT RANDOMLY (KEEP YOUR DOORS LOCKED ALWAYS). This happens because all three streets (Fairfax, grove, and the gated community) all share the same apartment numbers. This can cause people to do something like enter 4215 GROVE Cir instead of FAIRFAX Cir. All of this adds to a cumulative increase issue thats really really bad. 7. Now lets talk about management. Management will most definitely argue with you. They will not fix your issues. They will do what they are legally required. Recently they were sued for charging way too much on their relet fee (a fee they charge when you take over someones lease). They get sued regularly for issues like this. 8. IT IS NOT JUST STUDENTS WHO CAN LIVE HERE. ALL FACULTY CAN. This INCLUDES CAMPUS FAST FOOD WORKERS WHO ARENT STUDENTS. If you are going to be assigned a roommate. There is a chance you get a very ghetto worker from Aramark (the company that provides services to the school). These roommates may steal from you and may do far worse. Youve been warned. 9. There will most likely be a response from the owners on this post saying we will revamp or change this issues and they will apologize or something along those lines. This wont actually happen and those responses are for show. Ive been here for years and years. Not once has their policies or statements changed. Its quite the opposite actually. They have you signing paperwork that doesnt even apply to these apartments because they are too cheap to have a legal representative distinguish these apartments from the other properties they own. LISTEN TO THE BAD REVIEWS THEY ARE TRUE. Now lets talk about the few positives that exist: 1. Price is extremely low. You get what you pay for. If you cant afford anything at all. Even a nearby motel. Then go here. 2. You can walk to get groceries, to class, and dont need a car. 3. Utilities (besides electricity) are extremely cheap flat For those who ARE planning on living here anyway here is some advice: Get the 2 bedroom 2 bathroom and fork over the extra $50 a month. Ive been in every floor plan and this one is the best by far.One bedroom is almost twice the size of the other floor plans and you get a far better apartment layout. You get bigger closet space in the hallway ext.
