Its been over a month going on two months and my license still havent came in the mail. They said theyll resend it again and still Im waiting

When you take the road test it isnt by the book its per instructor. First time taking it I was told stop at sign for at least 5 secs, second time new instructor I got pointed and told it was 2. Raining hard road wet. I reduced speed to ensure that I had enough time to break and that the car or other drivers wouldnt hydroplane into parked cars along the street along the residential area. Pointed for that and failed. The instructor I got was very understanding and made me comfortable instructions was clear passed Maneuverability. Wouldve passed road test but unfortunately the weather conditions and instructors own judgement was two completely different prospectives, I chose what was best for the condition the test was taken in but was pointed based on normal weather conditions as if it wasnt pouring down raining.
