By the early 2000s, elementary and secondary education in the United States was characterized by the growing emphasis on technological access and education in order to boost the educational quality and attainment levels of U.S. students, as well as prepare them for a future in a rapidly evolving technological work environment. As the public school system continued to receive its share of criticism, alternatives such as charter schools were enjoying increased popularity.

Recent Trends in Public Schools
According to the National Center for Education Statistics (NCES), enrollment in public elementary and secondary schools was around 47 million in 1999. Levels were projected to reach close to 45 million by 2002, and record growth was predicted to continue for public schools through 2005. Nevertheless, the fastest growth is happening in the secondary grades, which was propelled by strong elementary school enrollment levels during the late 1990s. Public schools in Chicago, as well as Houston public schools remain leaders in the industry. During the early 2000s, the nation's five largest districts were New York City; Los Angeles Unified; City of Chicago Schools; Dade County, Florida; and Broward County, Florida. California and Texas also led the nation with respect to the number of school districts, both reporting more than 1,000 districts.
